In Connecticut, the Savings Institute is said to verify new accounts using NCPS, which an alternate to ChexSystems, but they evidently have a few human beans that are willing to negociate with those who have a negative record.

Wicked chex reports that Valley Bank in Bristol, (no online presence) (860) 582-8868, either does not use ChexSystems or is at least willing to consider negociating with those who have a negative on their ChexSystems record.
